What Prop 1 and Prop 37 Mean for Lake Balboa Home Sellers in 2027

If you own a home in Lake Balboa between Vanowen St and Sherman Way, will California’s new housing bonds push your buyers toward new construction instead?

Very unlikely. Prop 37’s down payment help applies only to newly built homes, and Prop 1 mainly funds affordable housing construction. Neither one lets a buyer use the new money on an existing resale home like yours.

Why This Matters Right Now for Lake Balboa Homeowners

On November 3, 2026, KQED reported that California voters passed two housing bond measures, based on an Associated Press projection and early, unofficial returns. If you own a classic ranch home near Gault Street Elementary or along Vose St, you probably saw the headlines and wondered whether billions in state housing money means buyers will skip your house and buy something brand new.

It is a fair question, and the short answer should give you some relief. I am Seann Brown, a REALTOR® with Park Regency Realty in Northridge. I have closed 40 transactions and ranked number 8 of more than 150 agents at Park Regency in 2025, and I watch policy changes that could affect what your home is worth. Here is what these two propositions do, what they do not do, and what it means if you plan to list in spring 2027.

Prop 37 Cannot Be Used to Buy Your Lake Balboa Home

Proposition 37 creates a $25 billion one time down payment assistance fund paid for with revenue bonds, according to KQED. It is aimed at middle class families earning up to double the area median income, based on household size. The California Housing Finance Agency (CalHFA) still has to create the program.

Here is the part that matters to you: KQED reports that the program only applies to newly built homes. A 1950s home on Vose St is an existing resale home, so a buyer cannot use Prop 37 money to purchase it.

Will Prop 37 pull buyers away from your listing soon? KQED notes that it could take a while to implement. CalHFA has to set up the program, and the qualifying homes have to be built before anyone can apply. New construction in the San Fernando Valley takes permitting, financing and build time, so a spring 2027 listing is very unlikely to compete with Prop 37 funded purchases.

Prop 1 Targets Affordable Housing, Not Your Buyer Pool

Proposition 1, the Veterans and Affordable Housing Bond Act, is a general obligation bond. KQED reports that it includes about $5 billion for the Multifamily Housing Program, one of the state’s largest affordable housing development programs, plus $1.25 billion for the CalVet Home Loan program. The Legislative Analyst’s Office estimated the bond could support up to 40,000 rental units and help about 40,000 families buy a home over its duration.

Affordable apartment developments are a different product from a single family home in Lake Balboa, and they serve a different group of households than the move up buyers shopping for a house with a yard.

What About the CalVet Money?

The $1.25 billion for CalVet Home Loans could help more veterans finance a home. As a U.S. Army veteran who served in Iraq and Kosovo, I see this as a possible small plus for sellers. Ask a CalVet lender about current program rules if a veteran buyer makes an offer on your home.

What the Lake Balboa Market Looks Like Today

For ZIP 91406, Redfin reports a median sale price of $891,238 for the three months ending September 2026, down 0.64% from a year earlier. Homes sold in a median of 42 days, compared to 50 days a year earlier, and 55 homes sold in September. The sale to list ratio was 99.4%, 37.0% of homes sold above list price, and 31.9% had a price drop. Redfin rates 91406 as somewhat competitive, with homes receiving about 3 offers on average.

Those numbers are about existing homes, and none of them depend on either new bond program.

How to Position Your Lake Balboa Home Against New Construction in 2027

Even though Prop 37 will not compete directly with your listing, it is smart to think about what makes an existing home stand out. Every seller I work with gets my 18 point 4 phase listing plan in writing. Here are a few of the ideas behind it.

  • Your lot and location are real advantages. An established neighborhood with mature trees, quiet residential streets and access to the Sepulveda Basin and Lake Balboa Park is something a new project cannot copy. If your lot has room for an ADU, buyers will want to know.
  • Price on today’s sales, not future programs. The 30 year fixed mortgage rate averaged 7.24% as of October 29, 2026, per the Freddie Mac Primary Mortgage Market Survey, compared to 6.17% a year earlier. With 31.9% of 91406 homes taking a price drop, pricing on hope instead of recent sales is a fast way to stall a listing.
  • Know your number. Every seller I work with receives a seller net sheet, so you know what you are likely to walk away with before you list.

What a Spring 2027 Lake Balboa Sale Looks Like

Spring is traditionally a busy season for buyers in the San Fernando Valley. If you are thinking about a spring 2027 sale, it is worth starting the preparation conversation now rather than in March.

A past seller shared this review on Zillow: “Seann help me sell my house. He demonstrated professionalism and effective results. Every challenge presented was discussed with me and all were addressed properly and fast. Another positive fact with Seann is his team of professionals backing him and focusing on the main goal. It was a gratifying experience and I recommend Seann.”

The process is simple: identify what needs attention, price from current comparable sales, and aim for a strong offer. My MLS listings average 17 days on market at 101% of list price.

Frequently Asked Questions

Can a buyer use Prop 37 money to purchase my existing Lake Balboa home?

No. KQED reports that Prop 37 down payment assistance only applies to newly built homes. An existing resale home in Lake Balboa does not qualify.

When will Prop 37 actually start funding home purchases?

Not right away. CalHFA has to create the program, and the qualifying homes have to be built before anyone can apply, according to KQED.

Does Prop 1 create homes that compete with mine?

Prop 1 mainly funds affordable housing construction, including about $5 billion for the Multifamily Housing Program, plus $1.25 billion for CalVet Home Loans. Affordable apartment developments are a different product from a single family home in Lake Balboa.

What is the current median sale price in Lake Balboa 91406?

Redfin reports a median sale price of $891,238 in ZIP 91406 for the three months ending September 2026, down 0.64% from a year earlier.

How long are homes taking to sell in 91406 right now?

Homes in 91406 sold in a median of 42 days for the three months ending September 2026, compared to 50 days a year earlier, per Redfin.

Should I wait to see how these programs play out before selling?

These programs are not likely to change who buys existing homes in Lake Balboa in 2027. Your timing should depend on your own plans, current sales near you and mortgage rates, which averaged 7.24% for a 30 year fixed as of October 29, 2026, per Freddie Mac.

How do I know what my home will actually sell for?

You need a comparative market analysis based on recent closed sales near your home, not an automated estimate. In 91406, 37.0% of homes sold above list price while 31.9% had a price drop, per Redfin, so accurate pricing makes a real difference.

The Bottom Line

If you have been watching the news about Prop 1 and Prop 37 and wondering whether your Lake Balboa home just lost its buyers, it has not. Prop 37 cannot be used on an existing home, and Prop 1 mainly funds affordable housing. Neither changes who is shopping for single family homes between Vanowen St and Sherman Way.
